NIHCL is available via anonymous FTP from alw.nih.gov in directory
/pub/NIHCL.
It is also available directly from the GNU Project on the `Languages'

The NIH Class Library (formerly known as "OOPS", Object-Oriented
Program Support) is a portable collection of G++ classes, similar to
those in Smalltalk-80, which has been developed by Keith Gorlen of the
National Institutes of Health (NIH), using the C++ programming
language.
